Starting from 1995, food insecurity surveys became part of the national census and was developed in response to the National Nutrition Monitoring and Related Research Act of 1990. The survey consists of questions about specific conditions a food-insecure household might experience and categorizes participants based their answers. The Economic Research Service (ERS) of U.S. Department of Agriculture (USDA) assumed the responsibility of conducting and analyzing this annual survey since 1998. Not many changes were made since the survey’s creation, the only big one being replacing the name “Food Insecurity Without Hunger” with “Low Food Security” and the name “Food Insecurity With Hunger” with “Very Low Food Security”. According to ERS, emphasizing the differences between hunger and food insecurity is essential: one is a physiological sensation, while the other is a condition of a household. The two terms should not help define one another because one can exist without the other. (*1)
